Sometimes customers shipping and billing addresses are different; tax charges are calculated based on customer shipping address.

If shipping address is different provide appropriate shipping address.

Tax charges are calculated based on item specification as well as provided shipping address normally tax charges are calculated based on United State ZIP codes.
